Gov. Reynolds Issues Disaster Proclamation for Avian Influenza in Kossuth County

DES MOINES — Gov. Kim Reynolds on Thursday authorized a disaster proclamation for Kossuth County following the confirmation of highly pathogenic avian influenza (HPAI) in a mixed species flock of game bird pheasants and backyard chickens.

The proclamation is effective immediately and will remain in place through Feb. 21, 2026. The U.S. Department of Agriculture confirmed the positive case earlier this week.

The disaster declaration allows state resources to be deployed to assist with response efforts, including tracking and monitoring the disease, rapid detection, containment, disposal, and disinfection. Agencies involved include Iowa Homeland Security, the Iowa Department of Agriculture and Land Stewardship, and other state partners.

The proclamation also temporarily waives certain regulatory provisions related to commercial vehicles responding to affected sites, allowing crews and equipment to move more efficiently during the response.

State officials emphasized that the recent detections do not pose an immediate public health risk. Poultry and poultry products remain safe to consume.

Producers who suspect signs of HPAI in their flocks are encouraged to contact their veterinarian immediately to ensure prompt testing and response.
